CHAIN OF REPORTING FOR WELFARE ISSUES
1. REPORTING OF INCIDENTS
In the case of any incidents or allegations, the chain of reporting is as below:

WELFARE CO-ORDINATOR (RFU)
The incident should be reported directly to the School Staff ic. This person to whom the information was then disclosed will then record all verbal reports
Any follow-up action will be decided and dealt with by the Welfare Co-ordinator as appropriate
2. Format of The 2008 Tournament
10th March Preliminary rounds of the Preparatory and Junior Schools All matches played in SW London on Wimbledon Common & Merton Extension Playing Fields: Kingston By-pass (A3)
11th March Quarter finals onwards of Preparatory and Junior Schools - all matches on the pitches as above Preliminary rounds of the Festival (1 term rugby schools) All matches on Wimbledon Common & Merton Common Extension Playing Fields (as above)
12th March Quarter finals onwards of the Festival - all matches on the pitches as above Preliminary rounds of the Colts (U16) All matches on Wimbledon Common etc: as above
13th March Quarter finals onwards of the Colts (U16) All matches on Wimbledon Common etc: as above Preliminary rounds of the Girls and the Open (2 term U18) All matches on Wimbledon Common etc : as above
14th March Quarter finals onwards of the Girls and Open Rosslyn Park FC Old Boys match Millfield v TBA 5.00

3. Principles of Participation and Code of Conduct (for Players)
All those responsible for implementing the Welfare Plan should ensure that all participants are aware of these principles and have agreed to abide by the Code of Conduct.
Principles of Participation Code of Conduct for Participants
Fair Play Treat others with the same respect and fairness that you would like them to show to you. Demonstrate “Fair Play” on and off the field
Equity Respect differences in gender, disability, culture, race ethnicity and religious beliefs
Inclusiveness and tolerance Appreciate that all players bring something valuable and different to the Tournament Value and learn from the diversity of people you meet and show patience with others and act with dignity at all times
Responsibility Look out for yourself and the welfare of others. Do not engage in any irresponsible or illegal behaviour. Be on time and be organised
Friendship Take time to thank those who help you take part
ABOVE ALL - ENJOY4. The Role and responsibilities of the School Staff i/c
· Be responsible for ensuring that all players conduct themselves in a manner which reflects the Code of Conduct · Will be the first point of contact with individual participants · Must ensure all participants are insured and that there is a consent form for emergency medical treatment if required, signed by each participant’s parent or guardian · Will adhere to the Tournament programme of matches · To advise the Ground Managers of any non-sport related issues which may affect their participants’ behaviour. These may include:
· Any child protection issues · Any child who is in the care of Local Authorities · Any child who is being bullies in another setting
5. Sexual Activity
· Inappropriate or criminal sexual behaviour committed by a young person will result in disciplinary action as well as being investigated under the local ACPC procedures for children and young people who sexually abuse · Sexual relationships between adults and children under the age of 16 are illegal. Any such behaviour will be reported to the Police · Relationships between adults and young people over the age of 16 raise serious questions about the power imbalance inherent in the relationship. A coach or other adult in a position of authority has significant power or influence over a young person’s career · Sexual activity between adults and young people over the age of 16 is prohibited where the adult in a position of coach, trainer or official
All those working with children and young people need to have a basic awareness of child protection issues and know what to do if they have concerns or if allegations of abuses are made. They need to be aware of the signs and symptoms of abuse and how to respond if a child or young person discloses abuses to them. They need to be aware of child protection/welfare policies and procedures.
The Rugby Football Union Welfare Officers are responsible for ensuring that all of their respective staff or volunteers are suitable people to fulfill their job descriptions and are appropriately skilled and trained.
School staff i/c may be asked to remove a participant from the Tournament. 6. Photography and the Media
All photographers and invited members of the Press:
· Will be informed of the Tournament expectations of them in relation to child protection · Will not be allowed unsupervised access to the participants or one to one photo sessions without an additional authorised adult being present
The Schools will be informed that photographers will be in attendance at the Tournament. If they have any objections to photographs being used in subsequent Rugby or educational publications, these must be put in writing to the Organisers of the Tournament
